Try changing your network adapter from dynamic to static. That means you'll have to input your DNS, subnet, and local IP manually. I've found that some routers will accidentally give the computer the same IP address as another device on it's network and one device will work fine and the other wont. Although this may not be the case, Try setting your adapter to static and see if it helps. Try diagnosing with other devices if you haven't already and see if they run sluggish and/or compare speed tests and ping.

 

Note:

 

Try going into command prompt with administrative permissions, type "ipconfig /release" followed by "ipconfig /renew" , first. See if that helps.
