Weeman
do you have an antivirus software blocking the program? try turning whatever you use off first to see if that helps

Weeman
hm perhaps your router is blocking it? is it actually updating or just sitting at the update? go to http://www.portforward.com and search for your router brand and model and they'll give you step by step on how to allow most applications to run. fdh
Any time a Steam update updates an exe like steam.exe you have to reallow exceptions to your firewalls/antivirus/routers if their security settings are that high. Also, did you update to the beta of Steam?
vandium
Close steam and delete your clientregistry.blob file. Restart steam. If that doesn't work, there is another .blob file that you can delete too. (can't remember the name off top of my penis head) *make sure you are fully exited from steam, before deleting*
