Even Though All Mods Are Re-Applying Can I Still Apply Even Though I Was Never Mod?

I know that all CSGO mod applications are open right now because all current mods have to re-apply, but. Does this mean I am alowed to take advantage of all the mod positions open and apply. Or is this whole thing only for current mods?

Mod applications are currently closed. And yes, you were able to apply even if you didn't have mod before.
