Warn, rename, kick, just do your best to explain that they can't be in the clan and wear the tags until they fill out an application. I usually never have problems they always comply whenever I tell them that they have to go through forums to sign up and they usually take off their tags after that. What I think you should do, is like kick them with the warning "illegal tag, join HG at http://www.hellsgamers.com to w/e etc..."
