i was thinking that we could add a script that makes it whenever lead CT is talking it stop everyone else form talking to avoid people from talking over lead

It's a script idea we are toying with, the problem is creating a whole (fair) system to designate lead CT. The voice queueing would be the relatively easy part.

The script couldn't be voice queue, that would get abused so bad, it should make it that the first person to turn on their mic at the beginning of the round is designated as leader, and when he is talking, all other mics are muted until his mic is off. When he dies, it should transfer to the first ct to have their mic on after he's dead. since I have no idea how to script, I couldn't do this, but I think that would be the best way to have it done
