But does that mean ONE person can't kill more than 10 at once or one ORDER by lead can't cause more than 10 Ts deaths? Say, 20 out of 33 people did the order wrong, can lead order those 20 to die if he doesn't kill more than 10 by himself, or would that be a mass kill because his order cause 10+ to die?
