However, based on a few assumptions, sounds like the Steam installation is corrupt. At this point, you could look at repairing the Steam install (with the MSI you downloaded from Steam) or custom install Steam into another directory instead of C:\Program Files\Steam, put it in C:\Steam\ or C:\Bin\Steam (for instance). When my steam was being difficult, uninstalling it wasnt enough; the directory stayed in my drive. I had to delete it, and it worked after.
