So if someone was there, like I said and logically deduced, they didn't care or somehow didn't have kick rights for their admin level. Or, there was no admin present at keyboard/in-game. When I joined, there was an admin at some point. I thought I was making a general statement in my original post about the above, but I guess I didn't word it correctly.
