Server Configuration

Okay, I bought this new server, and I want it to be a Deathmatch. For some reason, I can't set the time limit to unlimited, and I can't get rid of the hostages/bombs. I want it kind of like your deathmatches, in the way of time limit and the objective, but I can't find a single thing anywhere on it. I have searched Google for about an hour now, and I still can't find it. Help please?
