Even though, they could be in the same location ( I don't know), it could take longer based on the paths it has to jump. For instance, STart -> Run -> CMd.exe tracert 67.228.181.76 ---- then ---- tracert 96.8.114.46 If you look at the results for each of them, this should tell you if there's a path difference. If they have the same paths, there's probably something messed up about your connection. If they don't, that would probably account for the ping difference (if you look at each of the hops). I never really knew the exact definition, I just know if it's a really high number (in the 200's) that you're lagging, or the person who has the high number is lagging...
