If my understanding is correct, error 1327 typically happens because of corrupt registry entries (in your case, it's because you had it installed on your external drive).

 

Did you delete the following entries:

HKEY_CURRENT_USER \ [software] \ Valve

HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Valve\.

 

You'd typically do this by:

 

Start -> Run -> regedit ->

Look at the left hand tree and expand it like they ask you to.

 

Right click on the the 'folder' Valve and select "Delete"

 

As well, try downloading another copy of the Steam Installer.

 

Rebooted and it still persists?

Based on what I've read there are other ways to pass the install to another drive, but this is the one typically that works. I think you need to reboot though for it to work.
