GIGABYTE GA-970A-D3 AM3+ - http://www.newegg.com/Product/Product.aspx?Item=N82E16813128521

PC Power and Cooling Silencer Mk II PPCMK2S650 650W - http://www.newegg.com/Product/Product.aspx?Item=N82E16817703026 - 10% off with promo code PCPowerSep1

AMD PHII 3.6GHZ Quad + 2x4GB Corsair DDR3 1600mhz http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.724043

This will get you a pretty nice AMD setup plus compatibility for the new bulldozer CPU if you choose to upgrade later.

If you wanted an intel setup you'd have to spend around 60-80$ more for the same performance. All of this is based on you NOT overclocking the CPU :D

also on that i have a gtx 460 should i buy a 2nd for slir or just have 1 vcard?

If you wanted to SLI you would need a power supply that natively supports 4 PCIe 6 pin power. The one that Terry recommended to you does not have enough PCIe's support SLI with 2 GTX 460s nor enough wattage/amps.
