ZCOM
I found relief from a similar issue by following some of the abundant OS-Optimization guides out-there. After I lowered Windows' visual settings and tweaked my dedicated GFX cache-size. Besides the obvious things I could suggest I would recommend you post some details about your setup. OS, CPU, Mem, etc. How long has it been happening? Anything you can remember that might have triggered it? (Windows update, new hardware, anything?) I'll try to help you as much as I can, but I feel in this case Google may be your best friend... Also, there's similar threads in the Steam User Forum, check it out if you want. Chances are it could be something wrong with your Steam or game installs like Enigma said.
Isaac
Do you "tab out" a lot? If so,that can also cause problems as well if you do.
RetiredTacos
Most of the time i close CSS and TF2 my windows explore keeps failing and needs to restart which is really getting annoying can someone give me a reason? Try creating a new windows profile and see if this resolved the problem. Create a new user, log-on as that user and see how it goes.
