Is it okay to go right to a ban and play favorites?

So today, I was on darkrp, and hyperactive was on. I've had serious problems with him in the past and I felt we were over that. I was a cop, and there was a lockdown, everyone was clearly warned, and the advert read "GET OUT OF THE STREETS OR BE ARRESTED". I was doing my job and most everyone was out of the streets except for hyper, I gave him his warning "Get inside sir' and he did not comply. I arrested. He said unarrest me now or be banned. He counted down from 10 and at six he unarrested. I felt he was taking advantage of the fact that I have admin suspended cuz I ran out of money on my gift card. Then, later, I saw his typing to someone else telling them this is your warning. I am pissed. I'm not gonna make an abuse report on the grounds that I dont think one situation like that constitues one. But then, I told him "Warn kick ban hyper not ban." and he said "Dont tell an admin how to do his job."

So:

 

1) Is it okay to ban right off the bat?

 

2) is it okay to play favorites as an admin?

I think you know the answer to both of your questions, and one random arrest would not be sufficient reasoning for a ban without prior warning. If you're having issues with an admin in the server that is why we have the abuse report section, or you could try speaking to him about it via forums or teamspeak.

Proof is your friend. I honestly hate people who take advantage of their admin like that, so just catch them with proof, and you're set.
