Fixes:

- In-cab signalling enhancements for an upcoming DLC title

- Fix for Blueprint Editor "Invalid Parameter" error

- Rankings handle UTF-8 correctly

- Removal of very small gaps in speed limit properties

- Workshop tags are not localised

- Non-ASCII Workshop text correctly handled

- More info shown on Not A Serialised File error
