Help Cannot Connect To This Server

In GMod after doing clicking steam connect or from server browser or from console it always returns this

Connection Failed after 4 retries

 

But your server is pingable and tracert able, and I could connect to other ZS server just fine, and my friend could connect to this server. I have port forwarded port 27015 in my router and disabled windows and AVG firewall, but still cannot connect

 

And here is the tracert results in the attachment
