Cs:go - Staticy/unclear/loud Mic Fix

Basically, all you have to do is change your voice output volume to a lower setting than the default (for most people, when you start up CSGO, the game defaults itself at 100% voice volume, which is what causes you to be loud and such). Its a pretty easy fix, and by using voice_loopback 1 in an empty server, you can fine tune the config setting to what you think sounds best in server.
