Basically, I died, came back, started patrolling, he drove like a tard in front of a police officer, I ticketed him, and he just kills me. Last time I checked that isn't allowed.

Do you not understand? I didn't just go straight to you and give you a ticket, I was patrolling and I saw you driving badly, and gave you a ticket. As long as I roleplay that I died and I have never seen you before, then it's fine. If I had gone straight to your car and ticketed it, because I saw you driving badly before, thats nlr. The information I had, came from that life.
