So the lead (Laz) gives an order and I ask for a repeat and me and another t get killed just about when we were about to move and we get randomly shot and killed. This player has been tlisted before for the same reason and obviously does not know the rules. And then he says this excuse once I confront him "Im forreal, i was randomly shooting.." Know why would a CT be randomly shooting towards the stack?

This isn't enough evidence to backup your claims, and even if it was this isn't exactly t-list worthy. Tell him he needs to give players more time to complete orders when the lead is repeating. As for him saying he was random shooting, i'm going to give him the benefit of the doubt in that it was said jokingly.
