I demoted him for not doing job i was mayor he was cop, then he asked a guy named Phil to fight without getting replied to, then the demoted cop punchwhored Phil 3 times. happens around 3-4 minutes before end of demo.

First demo yea, hes done with cop for a while and a ban. Also you should have probably told him to chill out a while before it escalated.
