Well if you're new you do have to accept that you will follow the rules and yet you didn't notice this rule?

6. No running over people with your car on purpose (CDM) without reason. You must make a serious attempt to avoid people while driving.

Ok, I have reviewed the rules now and promise none of this will happen again. I was stupid not to look at them before I started playing.
