while one could deduce he is aimbotting from that picture, we require proof in the form of a demo.

a quick guide to taking demos and where they are stored:

open console, and do the following
type record demo1 and hit enter
type status and hit enter
close console by hitting the ` key again
spectate the player first person view like you did in the screenshot
get enough proof that it is undeniable he is cheating
open console
then type stop and hit enter

Demos are stored in your cstrike folder:
C:>Program Files (x86)>Steam>SteamApps>common>Counter-Strike Source>cstrike
drag the file into the grey box on a new post on the ban and submit
