There is a random guy in his car then the swat comes harasses him with questions.The Swat is not doing his job.The cops did not call him for backup and hes patrolling.Then when the guy does not want to answer he goes into his car like random then he gets his car tazed multiple times.You can see everything happened in the demo.

1. SWAT`S can patrol.
2. You got radom "warranted" by the cheif i dint tried to anything bad but you were not cooperating + you tried to run away....

David, just because you can patrol, doesn't mean you should take over a cop's job. Leave the little things for cops to handle.
