At tick 3000 he commences with a molly and I killed him, tick 5800 he comes back breaks NLR and throws another molly and I killed him again,tick 19000 comes back once again trying to kill me with another person, tick 24000 he is breaking the raiding rule at this point as trying to kill me

From tick 3000-5800 he doesn't die so that isn't breaking any rules. But you do kill him around tick 6000 and then he comes back again trying to kill you. Temp banned for breaking NLR. Thanks for the report.
