19. If you are raiding/defending, you may only kill the players if they are on the property. Also if they are near the property and are posing a threat. A threat constitutes having a gun in there hand or being in the raiding/basing gang. (Near property is within name-tag distance from the property) If a citizen or a government official who has no association with the property comes onto the property during a raid, and is not posing a threat he/she does not have to be warned to leave the property (i.e. The citizen can be shot upon being seen on the property). That's the rule he broke against.
