Obvious scripts are obvious. He was just moving at an unbelievable speed across the map, and he claims that he wasn't scripting.

Looks like a combination of autohotkey and maybe some hyperscroll, temp banned for a day. If he comes back still doing it post another report and we will ban him for a week.
