Tried to ban him after incident, was not able to ban via SteamID or copy/pasted name. Checked later, was back online and banned via Copy/Pasted name.

As per chat logs, this was his first offense of racism and you didn't kick him or warn him in any way. Please next time, warn with a message or a kick before going straight to banning them.
