dude keeps spamming t chat complaining about freekills and is getting really annoying as you can see in this page of the chat log.

Banning someone cause of the "spamming" due to freekills is a little overwhelming. Next time, exercise by using the gag command and they'll usually be quiet about it for awhile (and the problem will solve itself eventually). Thanks for the report anyways
