A spam result in perma ban?

I know it's a exploit to the system, but I do not know the severity of the spam, since there are more spam report that did not result in perma ban. I suspect there are some other reasons behind this. May I have the reasons then? I don't want to be ban with no reasons given. Or is it just the spam that cause the perma ban? Please reply.
