perf's in the 70+% and constant 7-14 jumps makes me question if cheating on bhops want second opinion. realize demo is really long several examples of him trying to bhop from t-roof to nutral. first example in the first few seconds

Not scripting, unbanning him.

Mdx logs look normal, remember you need to check their fps too. Use "get_fps_max playersname" in console to get it. An fps max lower than 300 can improve someones perf a lot without scripts. It is when they're at 300 fps and still getting high perf that it starts to get suspicious. In the end don't ever ban unless you are 100% sure that the player is actually cheating.
