No, the ct who shot the stack after the lead said what i quoted.

I was here for this so I'll add what I saw:

The lead gave a tarp by saying "The catwalk is lava, but the railing is not, make the jump" the tarp there being that he didnt say where to make the jump, so they shouldn't have moved from the yellow silo.

Reaper eventually killed the people on the yellow silo for "delaying"

However, I sympathise with him because the lead from what I recall, said at least 3 times, if not 4 times, for the CT's to shoot the delayers for what seemed like a 15-20 second period. The lead was clearly trying to tarp the T's into making the jump to the railing, but just ended up coercing the CT's into freekilling.

In my opinion there's a difference between saying to the T's that delayers will be shot and the lead directly telling the CT's to shoot the people on the yellow silo, multiple times. Unfortunately I dont have a demo and dont think anyone else does, but I think reaper was hard done-by here for being tlisted.

EDIT: it wasn't a stack shoot to kill a red, was a misunderstanding leading to freekills, therefore slay > tlock > tlist should have been followed (in my opinion)
