I b-hoped and got a gun before him in TTT, He freekills asap when round starts for revenge. Note the time in the round when he deals first damage.

Did he leave after this? Or did he continuously RDM? Usually a single RDM is something that should be handled in game.

What options does a non-admin have if no admin takes action or is online. The report feature is my only option

For a single RDM like this just record a demo and take screens; when it become a pattern (3) post a ban report. Alternatively poke a mod or staff on teamspeak letting them know about what happened. I get that losing a T round is frustrating, but we can't ban every single RDMer just cause there isn't an admin on.
