Get a call about a break in, go there and you and your org are inside the crime scene, when you see me you run into you car and park directly outside. I ask you to stop loitering inwhich you try to troll and move up two inches; still loitering so after 1 minute of you loitering, I arrested you.
Also I feel you would benefit from knowing the definition of loiter ;
Loiter - to linger or hang around in a public place or business where one has no particular or legal purpose.
