when i confronted him about rdm, he said the guy "punched the mayor" when he didn't.
basicly he got out of the limo and shot one of the men that were punchwhoring each other.

This does not contain enough previous context for us to know if he actually punched the mayor or not. Due to you being in a car during the time it could have possibly happened drive mode is not able to be used.
