Micro has constantly been disrespecting me when im trying to explain what he did wrong. all of those times he said " your the whiniest admin ever" i was just trying to explain something. I have warned him many times about it and sometimes slayed him for his mistakes but all he dose is threaten me with a report, and has reported me before.

This really doesn't constitute a ban. Just warn, kick, ban, rather than warning several times. Make another report if he continues this though.
