First off, he only promoted fire ONCE. I don't see how this could POSSIBLY need a ban report. Second off, you don't kick someone for promoting fire. A 1 round gag will suffice for the first time, a 3 round gag for the second, then a kick and then a ban. And, seeing as how you already had the kick command typed into your chat, it was most likely already dealt with within the server.

Warn > Kick > Ban, that's our general guideline. Learn to follow that so we no longer have players being kicked for promoting fire once, and steps being skipped.
