Well i was arrested for running a red light or "evading", but was tased less then a yard from the light and got out to talk to them but got arrested by cookie after getting the ticket, To my knowing you cant arrest for evading tell you have a warrant and i was clearly not trying to run away.

There is no rule requiring him to wait for a warrant to arrest you, the only requirement is that you were attempting to flee. From his point of view he asked you to pull over, you started moving the car forward slightly, he tazed the car about the same time you got out, and then you were arrested.
