At tick 69000, you can see me walk into the apartments to find it prop-blocked. I owned Studio Show Room 1 and he was still blocking the rest of apartments even he didn't own the whole building.

I apologize for doing this, as I was not aware that owning the rest of the house did not allow the blocking off your area. I now understand that the hallways are public property until the entire house is owned.
