Definitely not hacking.

I assume that you wanted him to be banned for wallhacks, but he wasn't using any sort of cheat or hack. Not aimbot, aim assist, no recoil, wallhacks, nothing. This is just an average player. The only times that he even attempts to wallbang anyone throughout the demo: his bullets either don't hit the player, or its a very logical wallbang.. or both.

In the future, if you're not sure if a player is hacking or not, make a web reports so that you aren't banning innocent players.
