The dude was randomly spiking and tasing. I've been told few times that, as a cop, we need to ask something like : "Police! Pull Over!" before tasing or spiking. But anyways here's two demo of Harle doing a superb job.

On this one, he randomly tased the dude on the ATV. I was not able to get the first random tase, but as you can see. He tased someone else before any warning.

1. He was speeding clearly and if people were driving at the normal casual speed i'm preety sure they would notice it + i put the road spikes there so that hubib dawn [arrest warrent] would not be able to enter city and kill people & and it was not random spiking since i was there watching it and the people who drove pass it by their speed limits if they were speeding.

2. If i remember correctly he ran a red light and i only ticketed him maybe if you took the demo earlier you would have seen it.

*Nice demo quality really good i enjoyed watching it.

Harle is in the right here, if you had been paying attention before you quit your government job you could see all the police trying to catch Hubib, which is the reason Harle had spikes down. And, if you hadn't been speeding out of city yourself, you wouldn't have had your tires popped by the spikes. In the second demo, that is not random spiking if he is trying to catch the person that had rammed the ATV and was speeding in city.
