all In-Cell Order Question

So there was an ongoing dispute a little while ago regarding a particular rule. Here is the scenario:

Round begins, cells are closed.

Warden tells T's to get on top of their cell bunks, face back wall and freeze.

Warden then says "When the cell doors open, get to the bottom of cell stairs and freeze."

Now the discrepancy is whether the T's can move or not before the cells open.

On one side, the reasoning is "The new order cancels out the old order and T's can move before the doors open."

On the other side, the reasoning is "The new order begins at a particular time (in this case when the doors open) so T's must remain frozen."

Could we get some clarification? I'm not sure the correct version but there were 6 or 7 or so people involved including staff members so it would be cool if you guys could shed some light.
