Is Anyone Else Having Issues Creating Gangs?

I've been saving up rep for awhile now, and now I thought that now I finally had enough to make a gang. However, when I try to create a gang, I get the error: [Gangs]: ERROR GRABBING LEVEL COST. I have been using the correct command: !create [gang name]. Has anyone else had this happen? Is there any way to get around this? Thank you.
