Many factors can go in that will result in a CT killing a mass amount of Ts, whether it be being Last CT, to killing everyone who didn't follow orders and happened to be in a little pile, to killing everyone who failed fountain jump or soda machine jump. Think of ideas that will not result in you becoming kicked or banned or long-term actions, like being switched. If the number of votes needed is lowered enough (maybe 1/2 of the terrorist team (2/6 the server or so)), it would essentially make the FK protection be enforced by the people.
