I have never heard anyone say other wise, and when people shoot the people in armory shooting at them than people say its an fk. Please correct me if I'm wrong because I've always gone by this rule. I mean if a t goes into arm before the cell doors were open the warday hasn't really started. I thought that as well, hence why I am posting to let you know, it is in fact otherwise. Red still = dead, regardless of location. This is why most CT's dont call warday till after they get to the desired location, so they can kill 1st cell rebels. Or at least under the OLD rules they did.
