24/7 Surf Deathmatch RTV/Restart/Map Change Issue

Over the course of the past week pretty much every day, even multiple times a day, the surf server must be restarted due to the fact that after it goes through an RTV vote and selects the next map the server never actually changes the map. After a little bit of testing, 7 map changes after a server restart, there was no issue. Even after switching from all of the maps that previously have had the server stop on them. So it appears that after x rtv's or another factor like player count, uptime, ect has an affect on the server in some way and not the actual maps themselves. Furthermore after finding staff who had the capacity to forcefully change the map in-game the issue still persisted and the server wouldn't listen to the source-mod change map command (Which was then followed by two staff attempting to use "sm_restart" which banned them both 20 times over again on all servers). It was only after an upper admin was able to restart the server manually, from I am assuming an online panel, that the server was able to return to normal until the next time it got stuck again. The issue here is that when the server gets stuck on a map, people will only play it for so long before it becomes boring, which causes population to drop dramatically. I will update the thread if anything further turns up.
