People were complaining saying that there isn't a rule that says use the round timer for time and would just countdown and make it "justified" that they killed T's who weren't there, and at times was impossible for them to get there, in the time frame. As to what you're asking, the general rule of thumb is to give them at least 5 seconds to start following an order. If that's up, and lead doesn't say NOT to shoot em, blast em.
