And your right, he cant. The lead needs to be specific in a way that the T must be told by lead to drop. The reasoning is because if someone simply says "Drop your gun" or "all Ts drop your gun", there is a likely chance that Some other T would pick it up on accident and in turn be killed by a Ct, which would be a free-kill.
