Upgrading My Compaq Persario Cq5600Y

Okay I've had this computer for about over 2 years now and I CANT get a beefier machine but I can upgrade the one I have right now. Ill post my specs I have currently and I'm mostly looking for a new CPU and maybe a PSU.

Budget keep it low, My parents are buying this. (just enough to run CSS at better rates)

What do you mean by keeping the budget "low?" For me, low for a CPU/PSU would be around ~$250...

 

Also, what do you spend most of your time doing? Gaming, editing stuff, watching movies... For power supplies, you're really not going to need anything above 550w (assuming it's a well-known brand) PSU.
