Jailbreak Racism Goes Unwarranted

I'm having a hugh problem here on CS:GO JB and that is why i took pictures and came here. It seems when someone says the N word they are automatically kicked, but if someone makes other racial slurs it goes by unwarranted. Is there favortism towards racism, and only some racism is allowed and some isn't? Because this is the 3rd time i've had something like this happen. As you can see for demonstration purposes, the user, ZE SPY refered to the CT's as honkies, and then even admitted to it later on in chat, saying it is not racist. He was not kicked, slayed, no punishment was given to him. Where as regardless, if someone even references towards the N word, "implied racism", they are kicked immediately. Please explain if there is a reason why inequality is happening or fix it, thank you. The first time, he says it, is right before the secod red text, in the first image, and the second where he admits is right before the fourth red text.
