Shen is rarely banned or pick in higher Elo now (Gold+). He cannot really carry unless your team commits to split pushing. Then there's those one or two people in Platinum thinking "this is solo queue therefor I can ban whatever I wish to ban." Which mainly results in bans such as Shen.
